ACCOMPLISHMENTS
As a member of the Fillmore City Council, Fillmore Budget Ad-hoc Committee and Fillmore Utility Sub-committee, Christina recommended, vote for and helped pass the following for the City of Fillmore:
Infrastructure:
- A complete replacement of roofs at City Hall, Police Station, Active Adult (Senior) Center, Boys and Girls Club using American Rescue Plan Act ARPA (Covid relief) funds.
- A complete swimming pool replastering and other improvements at the Fillmore Aquatic Center with ARPA funds
- The emergency sewer line by-pass as a result of the collapsed manhole and sewer pipeline after heavy rains
- The completed C Street sewer reconstruction and approval of FEMA funds making the project 94% reimbursable to the City.
- A water meter infrastructure upgrade and secured $5.6 million in financing, thus not passing the new meter costs onto Fillmore ratepayers
- Fillmore’s claim to CA Transportation Development Act funds, which fund our city street repairs, including potholes, crack sealing, patching, resurfacing, re-paving and maintenance.
Economic Development:
- The awarding of 10 ARPA-funded grants for downtown business owners each in the amount of up to $12,000 through the City’s Downtown Rehabilitation Grant program, to renovate their storefront facades, help beautify downtown and draw more residents and tourists to the businesses.
- A $90,000 ARPA grant to the Fillmore Towne Theater for infrastructure repairs and help the theater back open and operating
- New City of Fillmore branding kit and logos, including FillMORE…Spirit…Opportunity…Support
- I also participated in the welcoming celebration and ribbon-cutting of several new businesses, including VC Quincenera Gowns, Tri-Counties Regional Center, R and Q Kitchen and Red Engine Brewery
Public Safety:
- Maintenance of our Police contract with the Ventura County Sheriffs, including funding for 2 School Resource Officers (SROs) at Fillmore schools
- HOMLESSNESS
- City of Fillmore's participation in legal proceedings at the Supreme Court which achieved ruling allowing more flexibility for jurisdictions to handle the homelessness crisis
- Ongoing homeless encampment clean-up and debris removal projects
- I was the catalyst and leader on the City of Fillmore's Homeless Encampment Resolution Funding (ERF) grant application, which partners with Harvard Shelter (Spirit of Santa Paula) to provided intensive case management, resource matching, transitional housing and eventually supportive permanent housing in Fillmore to nearly all (20) homeless encampment residents, thus over time aiming to resolve/eliminate the homeless encampment in the Santa Clara riverbed. (results of ERF grant funding still pending)
